I have a vague memory of this first appearing between 2000 and 2003 at one point and it having something to do with mismatched default message encoding.

(fully patched EXCEPT for the last exchange rollup) I can send to [EMAIL PROTECTED] 20 times and get the email body thought then the next 4 will drop the body of the message.
