The Default group only affects accounts that do not have specific access
to the mailbox. Typically Default None would not affect the mailbox
owner since they would already have Full Mailbox Access granted in
Active Directory.

Of course based on the behavior you are describing there is something
else affecting this account or possibly all accounts in the domain.

no

the director is explicitly denied access because of the Default : None
permission setting

if I add the director and grant him owner permissions then he can see
and access the folder

PA is granted access to the folder via ADUC / Exchange Advanced /
Mailbox Rights

permission set : Full Mailbox Access

she connects to the mailbox as an additional mailbox in her mail profile
on her PC
