Delegates are a specialized rule type, and an entry on the AD objects involved (one for back-link).
If there are a lot of rules already, it may be the generic MAPI error resolution, trying to tell you more than 32K of associated messages already exist. Outlook /clean rules will take care of that quite well, but does, of course, erase the rules and and OOOs.
