As per our Company request I just had to
increase the allowed sending and receiving to unlimited. I made the
changes in Exchange 2003 Message

Delivery properties. However, the users are still complaining that they
can't send out attachments. Is there a fast way to propagate the
changes? 

 

I am not sure but I believe you have to restart Exchange Routing
Service?
