Rights Management Services are the closest thing; but it requires you to establish a PKI and federate it with remote organizations that you want to be able to see the documents.
In my personal opinion - it's all moot. If somebody wants to copy something, they can take a screen print. Or use their phone camera. Whatever. Once it's out, it's gone. Regards, Michael B.
