Is this environment an exact match or is there only one DC? Check with DC the hub transport is talking to. Also is the DC in the lab a GC?

Verified the local disks are not low on storage. Made sure no Firewall filtering is taking place for network data or blocking RPC. Exchange is not in a perimeter network. Rebooted the Domain Controller, Hub Transport and Mailbox servers. Verified Microsoft Exchange AD Services and Transport Services are running. Has anybody else ran across this problem? Thanks.
