DIR doesn't affect over-limit calculations (which is arguably a bug, but I
lost that argument).

 

Depending on the size of the mailbox a 60 MB difference is immaterial.
However, the user may have recently deleted a large number of items, and the
"warning task" hasn't run since they did that deletion. Normally it runs at
midnight, just before online maintenance.
