Exchange 2003 SP2.  Yes I know about that auto forward, but that could
break some internal process on an alert mailbox or something.  We don't
have a problem with internal auto forwarding, but forwarding to external
accounts is what we are trying to prevent.

You should be able to restrict automatic forwards to the internet.....
