So IRM is designed for internal organizational usage, but can be tweaked for 
external users.  This makes sense because IRM/WRM is certificate/trust based 
and how can you verify external users are who they allege?  You could create 
local exchange accounts for those users and have then use your OWA with the 
IRM/WRM plug.  But Windows Live can also fulfil the external trust requirement 
if you dont want to hand out email accounts, but then you have to make sure 
each external user has that live account.

If you have premier support, MS has a couple great PSEs that have setup this 
configuration before and would be pro-active hours well spent.

Looking at IRM for Outlook and am unclear on some of the concepts.

Is this only for use within an organization or can an IRM-protected message be 
opened by any external party with Passport credentials?

Apparently, web-based email recipients can also open the messages once they 
install the IE add-in .  Is this correct?
