Can't VoIP off your existing system? I have a client using Vonage and they really like it. They have about 12 users behind a 3.0 Mpbs connection and have no issues at all. They can't transfer and what not, but they don't seem to care.
Otherwise, look at Mitel, I've seen 20 user offices for less than 10k installation.
