I can tell you that we have a similar issue with cell phones (text messaging device). What we have determined on our end is that there is something that the cell provider doesn't like about having multiple recipients on one message. The cell provider, of course, insists that is not the case and can provide no further information. The logs don't lie, though. I doubt this helps, but wanted to share JIC.
