In special mode if you have to manage a small business and they cannot afford an Exchange administrator . Compelling users to use Powershell for standard operations is insane . GUI is the way to go also for economical reasons

I'm all for a strong CLI, but from a usability standpoint it seems to make more sense to let the user choose whether they want to use a GUI or a CLI for certain functions, rather than to force them to use the CLI.
