Peter, As far as I'm aware there isn't a away to do it with outlook rules, however I use a 3rd party product that runs on the client to perform some of what you have specified.
Take a look at auto-mate from pergenex software http://www.pergenex.com/auto-mate/index.shtml I use it to file messages based on sender/domain except where I have I have flagged for follow up.
