Interesting. 

Since you're looking for a vhd, is this a VM machine?

 

If so, you can add a virtual floppy drive to the VM and have it point
that to an image file. Then you can make the boot floppies into the
image files with no physical drive required.

I need to build a new NT4 server. Anyone have a prebuilt VHD I can
borrow?

 

I don't have a floppy drive to build the 3 disks to install with, and
there does not seem to be an ISO in MSDN....
