You won't get anything until the BAS service is fully initialized. Typically this can take over a minute in my environment. A useful way to see how far along it's got is how much memory the bas-as.exe process is using - over 300MB and you should be good to go.
If you still have no luck, try 1) reinstalling BAS on the same box (will need a reboot as you have to uninstall it first) or 2) running up a BAS instance on a second server to see if you can access it that way. If you choose (2) then I'd stop the BAS service on your main box or you'll enter the realms of modifying config files with TCP and UDP and blah blah <pukes> (e.g., it isn't pretty!) Keep us informed of how you get on, I'm performing the very same upgrade next week, albeit from BES 5.0.0 RTM.
