I think a reboot will almost certainly be needed under Server 2003. I’d keep the pagefile on a dedicated drive for performance reasons, or a drive that isn’t critical which would rule out your DB or Log disks, but there’s nothing to stop you doing that if you accept there may be a performance hit.
