There used to be (and probably still is) a KB article on removing and 
re-installing IIS and then reinstalling Exchange.

You need to do that.

Certain things need to be done in a specific order, so you should locate the KB 
before you begin the process...

It the website properties it shows an incomplete unc path instead of 
c:\progra....etc...

They should be the same place you found exchweb. If they aren't there, you have

401.2 is "authentication failed" and 404.0 is "file not found".
