UserA and UserB both publish 12 months of Free/Busy. It turns out that the previous "Outlook /CleanFreeBusy" for UserB was done using Outlook 2007. I just ran "Outlook /CleanFreeBusy" for UserB using Outlook 2003 and now free busy is available using Outlook 2003 for that user.
