I've got it working internally in a test environment.

I created a user and set up a server side rule using Outlook to create the 
auto-response.

I created a transport rule that adds the group as a recipient to all emails 
addresses to this certain user.

The auto-responses are working and the emails are being delivered to the group.

The one piece I've yet to resolve is sending auto-responses outside of the 
organization. I'm googling that now...

Good point. Name the mailbox user  'HR Distribution List' and hide the other.  
The extra deliver too on the mailbox properties and the auto responder should 
work server side.

I didn't send it because I figured there had to be a cleaner way.

Since it's a mailbox, you could use a server side rule.

What could be potentially confusing is that it's going to show up in the 
address books as a user, and not a distribution list.  You'd want to hide the 
actual distribution list to keep people from sending to it directly and 
by-passing the auto-responder.

That would work too (why wouldn't you have the guts to send it? It's a good 
idea.).

It does have a potential downside - you'd have to leave a copy of Outlook open 
to that mailbox to process the client-side rule...In Outlook 2010 with multiple 
mailboxes, that's not a problem. In earlier versions, it might be.

Ok, I got one but didn't have the guts to send it.

Change the DL to a mailbox and setup the auto-responder.   Have the mailbox 
also deliver to a new DL with the original members.

If it's Exchange 2007 or 2010 I think you could make a transport rule and a 
scheduled task work.

Use the transport rule to log an event, and an event-triggered scheduled task 
to send the email.  It's kind of Rube Goldberg, but it's cheap.

I don't think you can do that with a server-side mailbox rule (at least I can't 
see a way), and I know you can't do it with a transport rule.

You should be able to set it as a client-side rule (When Message Arrives, Sent 
To <distribution list in contacts>, Reply With Specific Message); but I don't 
see a way to set the "From/Send-As" for the distribution list.

I think you may need to check out www.ivasoft.biz<http://www.ivasoft.biz> 
and/or www.mapilabs.com<http://www.mapilabs.com> or pull out your PowerShell 
editor and start coding...
