Same issue here droid model user received an update from verizion to 2.3
seems to have fixed it

Hi all,
 
I  have a new android user that is unable to sync with exchange 2010, under
active sync mailbox policies i have:
 
allow non-provisional devices
require password is NOT selected
 
is there something else im missing?
