We're looking at an anti-spam system. A "user" (by their definition) is an email address that actually receives non-spam email. We've had a number of consolidations recently that have led to a lot of people having multiple addresses. We also have a lot of distribution groups. We're pretty unclear on which ones are actually being used, and therefore would count in the licensing.
