Is there a way to block them via GPO?

This was an email from the Boss. He is of course referring to his own contacts 
in Outlook rather than the GAL. 

We are running exchange 2010 with Outlook 2007/2010 and Entourage 2008/Outlook 
2011.

Does anyone know of a way to manage users contact folders from the Exchange 
server...
