Turn off deleted item retention and let maintenance run. If you can find the old folder in adsiedit, you can probably edit the mail and proxyAddresses attributes.

They wanted it in a different spot, so we deleted it and recreated in a new Public Folder. It created the new folder with the alias and added a 1 to it. Even after a full day and a reboot of the server, if says the original folder that the email was assigned to is still using it, even though it has been deleted.
