They are both set to the same url now, which is the URL on the cert but when I closed and reopened outlook still getting pinged for a cert for the server name of the cas server

This is because it is the server cert I had used while testing this box. I have gone into EMC and changed all the internal URLs to the valid doman cert, I use for webmail/active sync ect. When I am outside of my network i.e. home, cell modem, ect. Open outlook no pop up box, but when inside it wants me to validate the cert.
