Because most people don't need them. Your request is very specific - ie, only allow ONE SPECIFIC USER to relay through the connector. If your request was "allow any authenticated user to relay through the connector" (which is the 98% solution), you can use the console and allow "Exchange Users" on the Permissions tab.
