Having had a look at the rules available in Outlook, would one option
be, to create a rule that runs a custom script or application that
checks the time and then forwards the email if between 08:00 -  09:00?
 
Not sure how to create the script.

We have a requirement to auto forward any emails coming into a generic
mailbox to a small distribution group. However it would only do this at
a specific time of the day (08:00-09:00). We are currently using MS
Exchange 2003 Server. Is this possible, and if so how?
