I don't think even EV (Enterprise Vault) would do that. The available policy options allow for archiving/deletion after a specific date, not the end of year + 12 months.

We are starting to setup retention policies with support from Legal, and had a few questions. One of the retention periods being floated is to age out the emails 12 months after the end of the calendar year that the message was created. So a message I got today would be aged out/archived off on 12/31/2013 for example.
