I think we should blacklist a few more directories for install.

First of all: /usr/local
I can't believe we don't already do that.

under /etc:
udev/rules.d, binfmt.d, modprobe.d, modules-load.d, sysctl.d, tmpfiles.d
Those have equivalent directories under /usr/$LIBDIR, which can be
overriden by user configuration in /etc with the same name.

Old locations of the above:
/$LIBDIR/... , /usr/libexec/udev/rules.d
Some upstreams may have those hardcoded. We should fix those by telling
them to use pkg-config instead. Installing here means bugs which are
hard to hunt down.

If noone wants to add anything to this list or veto anything on it,
I'll add those to the blacklist within a week or so.
