So, two items left:
 * $root_uid : uhm, it's zero?
 * $queue_runners : ...

The queue runners do routing and transport but not ACLs.  Controlling the
queue-running daemon from an individual router or transport sounds like a fast
way to end up with some messages never getting processed because of a bug in a
rule matched by one process, somewhere.  Further, queue-runners aren't
necessarily run from the listening daemon.

So, if someone can explain exactly what they want to do with either of these
variables and why they matter, please reopen, but until then, WONTFIX.
