The queue runners do routing and transport but not ACLs. Controlling the queue-running daemon from an individual router or transport sounds like a fast way to end up with some messages never getting processed because of a bug in a rule matched by one process, somewhere. Further, queue-runners aren't necessarily run from the listening daemon.
