Work doesn't need to be *complete* to be posted as a patch; if it gets part-way there, then others can decide if they think the patch is headed in the right direction or not, and can pick up where the patch leaves off. Having a partial patch as a starting point in the bug-tracker is far better than having nothing recording the previous work done. I'd rather not discourage *anyone* from posting *any* half-complete patches to the bug-tracker, as long as they're honest about how complete the patches are. Wolfgang's notes on logging are helpful; perhaps we'll end up just logging to mainlog when a message was received 8BIT and passed on non-8BIT as an RFC violation, to aid in debugging.
