Proposed for exim.conf:
domainlist external_mx_domains = lsearch;/etc/virtual/external_mx_domains
routing: domains = +external_mx_domains : ! +local_domains
What you decide is right for your Exim configuration file is up to you.
There's no change implied in the Exim codebase.
That's why the configuration is a file.
