Constrain the ".." filter to exclude "..somefile"

A provisional patch is included in https://bugs.exim.org/show_bug.cgi?id=2916
where it is combined with other improvements.
This bug report is constrained to reporting the issue that the code does not
match the documentation, and proposing a fix.
