I have an email in my INBOX which does have a Bcc: header, with my email address. The To:, From, From:, Return-path and envelope-from are set to the same address. I use fetchmail, which does have an effect on the headers. This suggests that there is a mail scheme which does use the Bcc: header on the message sent to the Bcc: recipients.
