The php application still doenst seem to talk to exim though
 the only other thing ive come across is

dont know why that is happening or if its relevant

I don't know either, but please note that the commands' syntax would be

MAIL FROM:<[EMAIL PROTECTED]>
...
RCPT TO:<[EMAIL PROTECTED]>

(not sure if the case is relevant, probably it is required but also is required on the server to disregard it).
