I don't know your situation, but if you need to be concerned about 
downstream effects of such abuse on your system ISTM you should be 
able to justify a policy of preventing the abuse in the first place.  
You can, of course, maintain a whitelist for local users with a 
legitimate reason to use an external address as their envelope 
sender.  Would that not make them happy (enough)?
