You did send a 'kill -1' to exim, yes?
How about you run exim in foreground debug mode? Looking what an
exim -d does when handling an incoming call will probably help you
alot in understanding the config setup.
If your daemon is already in production, you can run a copy
listening on a separate port using '-oX <port_number>' .
