Do you mean the queue? Have you checked the logs, to see if they're there as a result of a 4xx error from the remote MTA?

Do you have control = queue_only set for any ACLs?

grep for "limit" in your configuration file.

that should be able to accept them immediately.  If I goose it with exim
-qff they get delivered.

I'm wondering if I'm running into some limit that I'm not aware of.
