I figured this out-
openssl got rebuilt. exim did not.
i hadn't restarted exim since the openssl got rebuilt, so exim was nice
and happy
something happened yesterday and i guess it restarted
but rebuilding exim against the newer ssl lib was all that was needed
# cd /usr/ports/mail/exim && make deinstall && make install clean
