Why don't you do this on the Debian exim4 mailing list which is
prominently mentioned about everywhere in the package?

If so, then it is a bug in exim. The Debian scripts only hand down
what the user gives to them, and exim does not seem to handle the
abbreviated forum 192.168.0/24. Try the full form 192.168.0.0/24.
