Sorry, my mistake - I was mis-remembering Exim's error messages. You are
right that this seems to be a serialize_hosts problem.

I think the answer is that you need queue runners to deal with the delayed
messages on the queue, and you probably want the -qq option. However I may
be wrong again because this isn't an area of Exim that I know well. I'm
also not sure why it works with 4.32 and not 4.62.
