Right. Imagine, if you will, that there is an evil spammer who wants to
advertise the latest miracle drug to 100,000 of his closest friends.
However, he is an altruistic sort who prefers to perform this sort of public
service anonymously, so he forges a name to his email-- say,
[EMAIL PROTECTED] Imagine poor Joe's surprise when he finds his inbox
clogged with autoreplies telling him, among other things, that the Exim
users list has moderated his submission.

That is the concern, and a fakereject+store-for-moderation would be the
ideal solution.
