Look in the log, in the directory corresponding to /var/log/exim.
There is a router that processes .forward files, is there? 
(That "allow_filter" is somewhere in exim.conf doesn't say too much; it has 
to be in the right place, of course.) And it looks for .forward in the right 
place?
Test with exim -bt [EMAIL PROTECTED]
Test even more with exim -d -bt [EMAIL PROTECTED]
