See the -qq options, which you'll have to use with some kind of queue-only setting. Exim will only deliver more than one message down a connection if the second or later messages have been left on the queue. This is consistent with Exim's assumption that most messages can be delivered immediately, in which case the optimisation is usually of no benefit.
