Hi! The paypal.de Mail verified in Mail::DKIM because it contained a valid DomainKeys Sig, too. The DKIM sig is broken.
Nevertheless I found a bug in the DKIM implementation of exim, too. http://bugs.exim.org/show_bug.cgi?id=1067 Headerlines with trailing white space characters are handled wrong and break signature verification for "relaxed headers" messages.
