How should I understand it? 

If the connecting host's PTR matches *.vpn.tu-berlin.de, you'd like to
force authentication, in other words, you expect *.vpn.tu-berlin.de to
be include in the above host list (by using * as an item in the list?)

Where do you try to apply that condition? In some ACL? How?
