Look up the actual exim errors in the exim log file under /var/log/exim/mainlog.

What are the coressponding messages in the log? I would not assume missing 
dnssec
as a cause for that.

Yes, that should be part of the binary in exim-daemon-heavy, however you could
double check the provided config in 
/usr/share/doc/exim-daemon-heavy/EDITME.exim4-heavy.gz.
