I don't understand why is it relayed, here are extracts from my config:
deny??? message?????? = Restricted characters in address
????????? domains?????? = +local_domains
????????? local_parts?? = ^[#] : ^[.] : ^.*[@%!/|#+]
This checks local_part of recipient address, not sender address.
The <= log line shows sender address.
plain_server:

/usr/sbin/pwauth"}{1}{0}}
Perhaps this `pwauth` perceives the # in the beginning as a comment line.
I tested, but was not able to reproduce...
