Alternatively, you can migrate to the monolithic style of config which will/might be simpler.
Just ran through "dpkg-reconfigure exim4-config" again. In response to "Split configuration into small files?" chose "<No>". If the configuration process in Debian works as intended, configuration here is monolithic. Thx, ...
