Exim is being fed a message useing a command-line, with a "-t" option.  This 
means
that recipients are to be extracted from the stdin text, interpreting it as a
mail message and looking for To:, Cc:, and Bcc: header lines.

Apparently, there were none.

As for fixing it, it'd be better to use a commandline that explicitly provides 
recipients.
