 I put this into

/etc/exim4/conf.d/acl/50_mx_block

  in my Debian testing installation with split configs. Now
  my mailman2 stop receiving mails. 

SMTP error from remote mail server after pipelined end of data:
550 Administrative prohibition

  So those verry old-fashioned mailman2er out there be aware.
